david be~ b associatas, incoepoeatad

1313 5th street s.e.. suite 322 · minneapolis. mn. 55414 . telephone: 612-331-4571

3 June 1993

MEMORANDUM

TO: Michael Falk
City of Roseville

FROM: David Braslau

RE: Noise Measurements on TH 36 at Reiling Residence

Noise measurements were made at the Roger/Gladys Reiling residence (1877
Glueck Lane North) in Roseville on wednesday, 2 June 1993. Readings were col-
lected with a Larson-Davis 700 meter and transferred into a computer for plot-
ting. Skies were partly cloudy, temperature 64 degrees, with light winds so
that the data should accurately represent noise from TH 36. The meter was set
up 3S' in from the property line adjacent to TH36.

Five plots are attached.
Exhibit 1 Five-minute readings of L01, L10, LSO, L90
Exhibit 2 Five-minute readings of Lmin and Lmax
Exhibit 3 Hourly averages of L01, L10, LSO, L90
Exhibit 4 Hourly L10 averages compared with MPCA L10 standard
Exhibit S Hourly LSO averages compared with MPCA LSO standard

Only the L10 and LSO levels are covered by state standards. The others are
provided for information only. It can be seen in (Exhibit 2) that the minimum
level never dropped below 60 dBA during the measurement period.

The "bottom line" can be seen in Exhibit 4 and Exhibit 5. It can be seen that
the L10 (level exceeded 6 minutes of an hour) is generally 8 dBA over the MPCA
L10 standard of 65 dBA for this time period (Exhibit 4). It can also be seen
that the LSO (level exceeded for 30 minutes of an hour) is generally 12 dBA
over the MPCA LSO standard of 60 dBA. Normally an exceedance of 10 dBA is con-
sidered a significant impact.

Please let me know if you have any questions on the attached plots and if you
would like any further explanations of the data. We would be happy to assist
you in investigating methods for helping to mitigate these levels.

th360603.mem w883
