(ACI) variance review and temporary <br />Certificate of Occupancy. <br /> <br />~!~f Approval: <br /> <br />Back2round: <br /> <br />1. In the fall of 1993, the City Council approved a variance to allow ACI to <br />enclose an area between two existing buildings. The purpose was to <br />provide additional enclosed manufacturing space and to reduce exterior <br />noise from transfer of materials between buildings. <br /> <br />2. The work is now near completion. A series of meetings have been held <br />with neighbors and third shift employees to reduce noise from the site and <br />machinery. In addition, on February 23rd, all parties meet at City Hall <br />with representatives of MnPCA to review possible air pollution issues. <br /> <br />3. The main issue, noise, has been dealt with by both the Company and the <br />City. The City hired Dr. David Braslau to monitor sound during 1993. <br />After improvements made by the Company (new baffles and equipment, <br />new rules about trash pick up and opening of rear doors in the evening) <br />and a partnership with the City (to improve berms, landscaping, and <br />fencing), the sound levels have declined by up to 9 decibels. The sound <br />from the site is now lower than the PCA standard of 50 decibels by up to <br />9 decibels (41 or 42). <br /> <br />Staff Recommendation: <br /> <br />1. It is recommended that the City Council approve a temporary Certificate <br />of Occupancy (TCO) for a 12 month period within which the following <br />would occur: <br /> <br />a. The Company will complete its share of landscaping, berming, and <br />fencing (if needed) as per the Master Plan prepared by DSU in <br />
