REQUEST FOR COUNCIL ACTION

DATE: 2-28-94

ITEM NO.: F-3

bepartment Approval:

..~f~

Item Description:

Agenda Section:
Reports and
~ Recommendations
Approval of ordinance regarding growt:hOf weeds, grasses, or
other rank vegetation.

Manager Reviewed:

Baclmround:

1. In the past, our codes inspectors have had a difficult time enforcing weed
violations because the current code has no standards; there are no weed
height or distance dimensions in the code. In order to effectively
administer the new administrative offense ordinance, more clarity in the
standards was needed. The proposed standards are:

a. . Who is included: The proposed ordinance would revise the code by
requiring all property owners to maintain their lots along all
property lines.

b. What is the height: Each property owner would be required to
maintain grasses and weeds at a height of 8 inches or less.

c. What areas must be maintained in this manner: All land closer than
forty (40) feet to:
i. an occupied principle structure
ii. any property lin, with an occupied structure on abutting
property;
iii. a public road pavement edge

d. Are there exceptions: Because all land is not the same, and because
wetland and upland native vegetation with brush and ground covers
does occur in Roseville, there are exceptions ~~
requirements including woods, bogs, marsh~ound covers, ~
wildflower or prairie restoration, and public parks and public open
spaces.
