.Minnesota Pollution Control Agency

February la, 1994

RE: February 1, 1994, Air Quality Compliance Inspection

Dear Mr. McCarthy:

This will acknowledge the inspection conducted at Advance Circuits Inc. located in Ramsey
County, Minnesota, on February 1, 1994. No violations of applicable Minnesota Air Quality
rules were observed at the facility during the inspection, based on the review of information and
the inspection of specific operations and/or control equipment.

Minnesota Pollution Control Agency (MPCA) staff was accompanied during the inspection by
you and Mr. Brian Moynihan, the facility's chemist. As we discussed, effective
October 18, 1993, a new Air Emission Permit Rule (Minn. Rules pt. 7007.0100 to 7007.1850)
was adopted by the MPCA. Under the new rule it is now the responsibility of the regulated party
to be aware of and be able to determine its applicability to air emission permitting with respect to
construction, modification, reconstruction, or operation of air emission units, emission facility, or
stationary sources that emit an air pollutant regulated by the MPCA. Please read through the
copy of the new permitting rule, that you have received during the inspection, and educate
yourself and your staff about the new rules.

If you have any questions concerning the inspection, please contact me at (612)297-7707.

Sincerely,

r 1Ccu.

Fereshteh Rahimzadeh
Enforcement Unit
Compliance and Enforcement Section
Air Quality Division .

FR:mln

cc: Michael Falk, City ofRoseville
Brian Moynihan, Advance Circuits Inc.
Steve Giddings, AQD
John Ferman, AQD
AQD File No. 333B

520 Lafayette Rd.
