The purpose of this letter is to inform, you of the
urgent need for a final, favorable decision in this matter. without
Roseville's approval on september 27th, we cannot get state of Minn-
esota approval as needed at the state Fire Marshall's scheduled
hearing on October ll~ 1993. The state will not meet again after
October 11th until November, 1993, after which time construction
of this typè becomes prohibitively costly, if not impossible.

We originally began discussions with City staff regarding this
application in late June, 1993. Our application for a variance
prompted a proposed change in City Ordinance to allow these tanks in
more areas 0 f Ro sevill e. We have seen our urgency further inc rease'd
due to a subsequent Real Estate lease between Reco, Inc. (which owns
Minnesota Coaches, Inc. and the adjoining Fruehauf property at 1717
West County Road "C") and Mayflower Contract Se~vices, Inc. Mayflower
is leasing vacant space from Reco, Inc. to operate Metro MobilLty
vehicles in service to the disabled under a recently awarded contract
with the Regional Transit Board. Mayflower is bringing upwards of
200 new jobs to Roseville to fulfill this contract. The lease
agreement includes Reco, Inc./Minnesota Coaches, tnc. providing
fueling facilities for Mayflower's 75 Metro Mobility vans. Mayflower
must be operational by October 1, 1993.

Our site plans include both Minnesota Coaches, Inc. and Mayflower
vehicles to be served by this single 10,000 gallon above ground tank.
Both companies will have their own separately supervised dispensing
stations for their exclusive use. The plan makes extensive use of
natural and man-made screening for a~sthetic value, as well as concrete
barriers, fire suppression, and leak detection systems for safety.
The tank itself is double-walled and bullet-proof. city staff members
have been directly involved in the entire design process, and are
supportive of our application.

Please allow us to cut costs, remain competetive, and continue to
grow our businesses in Roseville by approving our application promptly.

:;;.~:;;/dr ~a.v .

Patrick o.
