County Road B-2. <br /> <br />Backqround: <br /> <br />1. In September of this year, Lava Links applied for an amendment <br />to an existing special use permit to expand their amusement <br />center at 1655 W. County Road B-2. The proposal included <br />building a floor over the 240D sq. ft. lower level to provide <br />two levels. The upper level was proposed to become an <br />amusement area offering a variety of' skill and arcade games. <br />The· lower level was proposed to become private party space. In <br />addition, Lava Links was proposing to add 1700 sq. ft. of space <br />immediately adjacent to the west side of their store. In that <br />area, they were proposing an upscale parlor gameroom offering <br />air hockey, foosball, pool tables, darts and agditional private <br />party opportunities. The number of games/ was proposed to <br />increase from the 16 games currently licensed at the location <br />to 45 games. . <br /> <br />2. At the September 27, 1993 City Council meeting, the City <br />council denied Peter NasvikjWelsh Companies Inc. request for an <br />amendment to a special use permit for an amusement center at <br />this location. On October 11, 1993, the City Council adopted <br />a resolution denying this request. <br /> <br />3. Since that time, the applicants have invited a number of the <br />members of the Council to their facility, as well as met with <br />Chief Zelinsky of the Police Department. Based on these <br />discussions, it was suggested that the Lava Links people appear <br />before the Council Work Session to informally discuss a <br />modified proposal. This proposal would eliminate the 2400 sq. <br />ft., two level portion of their space from the proposal and <br />limit the expansion to the 1700 sq. ft. space adjacent to the <br />Lava Links facility. It was hoped that at the Work Session, a <br />consensus could be reached about the appropriate number of <br />games for this facility. At the Work Session, the applicant <br />indicated that they would limit the number of games to 36, down <br />from their initial proposal for 76 games. Following the <br />presentation by the applicant, it was determined that if the <br />Council wanted to further consider the applicant's revised <br />plan, it would be necessary for the Council to move to <br />
