That the citi of Roseville has not proven beyond a reasonable <br />doubt that the defendant is guilty of a set-back. violation pursuant <br />to section 18.100 (2) (c) of the Shore Land Management Ordinance and <br />a substandard use violation pursuant to Section 18.250 of the Shore <br /> <br />Land Management Ordinance. <br />
