Dale street. <br /> <br />Background: <br /> <br />1. Mr. Brausen owns and operates the Amoco Service station at Dale <br />street and County Road B. Last year, he received final <br />approval for a planned unit development to remodel and expand <br />the station, incorporating the adjacent lot and building into <br />the proj ect to be used as a new auto service building and <br />office. Brausen Enterprises now office at this location and <br />Mr. Brausen is seeking to add a mail order business that would <br />provide personalized labels for bottles of champagne and wine. <br /> <br />2. section 8.350 of the Roseville zoning ordinance calls out off- <br />sale liquor stores, not located in shopping centers, as uses <br />that require a special use permit in a B-3 General Business <br />District. By definition, the use that Mr. Brausen is <br />proposing, must be considered an off-sale liquor store, <br />thereby, needing a special use permit from a land use <br />perspective and needing a license from a business licensing <br />perspective. <br /> <br />3. The business that Mr. Brausen is proposing is not a typical <br />off-sale liquor store operation. Rather, it is a specialized <br />service provided to clients on a mail order or phone order <br />basis. It involves computer generated personalized labels <br />affixed to bottles of champagne or wine. No other retail sales <br />of alcoholic beverages are a part of their proposal. Because <br />it is a mail order business and because it would be included in <br />the office space of Brausen Enterprises, no visible signs of <br />this business will be apparent outside the building. No <br />signage is proposed and no additional parking is required. <br /> <br />4. Chapter 151 of the Roseville Code addresses liquor license <br />requirements in the city of Roseville. specifically, Chapter <br />151.130 regulates off-sale liquor establishments. As a part of <br />the annual licensing requirement, this section requires that a <br />licensed premises have at least 1600 sq. ft. of sales floor <br />area. This applies to a more typical off-sale retail <br />establishment but the square footage will need to be addressed <br />by the city Council during the licensing application. <br />
