From a land use perspective, it is important to note that this <br />site cannot handle a typical off-sale liquor facility_ From a <br />parking perspective alone, there simply is not enough room. <br />This use, however, seems to be ancillary to the Brausen <br />Enterprises operation and would not impact the site. <br />Therefore, it is staff's feeling that any approval should <br />include stipulations that the operation remain a mail order <br />business with no over-the-counter retail transactions taking <br />place. We would also suggest that no signage be permitted and <br />that the special use permit be granted only for that period of <br />time that the liquor license is in effect. <br /> <br />6. The Planning commission, on a 6-0 vote, unanimously recommended <br />approval of this request with the fOllowing conditions: <br /> <br />a. That the business remain a mail order operation with no <br />over-the-counter retail sales. <br /> <br />b. That there be no signage identifying the business on the <br />building. <br /> <br />c. That the special use permit be limited to the time that a <br />valid off-sale liquor license is in effect. <br /> <br />Alternatives: <br /> <br />1. Deny the proposed special use permit based on the finding that <br />the proposal is not consistent with the City's zoning ordinance <br />chapter of the Roseville City Ordinance. <br /> <br />2. Approve the request for the special use permit based on the <br />finding that the proposal would be consistent with the city's <br />zoning ordinance and would not be detrimental to the area. <br /> <br />Policy Objective: <br /> <br />1. To insure that development occurs consistent with the city's <br />zoning ordinances and Comprehensive Guide Plan. <br /> <br />2. To grant special use permits where it can be demonstrated that <br />the proposed use would not be detrimental to the general <br />health, safety, and welfare of the community. <br /> <br />staff Recommendation: <br /> <br />1. As a mail order business, Select Vintage is an ancillary use to <br />the Brausen Enterprises office at 2180 N. Dale Street. It will <br />not be visible to the general public and will not impact the <br />use of the site. Therefore, staff recommends approval of Mr. <br />Brausen I s request for a special use permit for an off-sale <br />liquor establishment at 2180 N.
