Pascal Street. <br /> <br />Background: <br /> <br />1. Although the Roseville zoning ordinance does not specifically <br />reference satellite dishes, in the past they have been <br />interpreted as permitted accessory uses in the R-1 district. <br />section 7.390 of the city Code indicates that accéssory <br />structures may be located only within the rear yard of a single <br />family home. <br /> <br />2. Mr. Ma has indicated that the satellite disk they wish to <br />install in their yard is for receiving an ethnic program for <br />childrens language education and for non-english speaking <br />elderly information and entertainment purposes. This program <br />is available only in a few east and west coast metropolitan <br />areas, but not in the Twin cities local TV network. <br /> <br />3. The disk itself is 3 feet by 2 feet and must have clear access <br />to the southern skies. since the house is surrounded by big <br />trees, no signal can be picked up either in the back yard or on <br />the roof of the house, leaving only the front yard as a <br />position that would work for receiving the desired signal. <br />Based on this, Mr. Ma has applied for a minor variance. <br /> <br />4. In meeting with Mr. Ma to discuss his application, the Minor <br />variance Committee explored alternative locations for the <br />satellite disk and pursued Mr. Ma's need for the disk and the <br />desired programming. concluding that, the family's use of the <br />disk was unique and specialized and that no other location 0U <br />tþ.e property would be suitable fnr rAC!Pj yi nq t:hp- !=:¡;)hÜ 1 i te <br />siqnal, the Minor Variance Committee asked Mr. Ma to provide <br />landscape screening on the sides and rear of the disk. Based <br />on this, the Minor Variance Committee unanimously recommended <br />approval of the minor variance to allow Mr. Ma to install a 3x2 <br />foot satellite disk in the front yard at 2405 N. Pascal street. <br /> <br />Alternatives: <br /> <br />1. Deny the variance based on the finding that no hardship or <br />practical difficulty exists on the site. <br />
