Backqround: 1. 'At the October 11, 1993 city Council meeting, the City council approved a motion to place a moratorium on shoreland permits until the Compr$hensive Plan update is completed. Staff and the city Attorney were directed to prepare a proposed resolution or moratorium ordinance for consideration at a future Council meeting. 2. In the past, the city Attorney has prepared moratoriums in ordinance format. Therefore, city staff has prepared the attached ordinance for city council consideration. 3. The following are the major provisions of the draft ordinance: a. There would be a moratorium on consideration of any variances to the shoreland ordinance. b. There would be a moratorium on the issuance of any building permits for any structure or deck within 75 feet -t0f,,}he..noryta-L.J1ig}l' watv: lipe·v_~_' ,..~~-~~' ~rdinance would not apply to any applications which ~ere filed with the City~ior to the p-nactment of the ordinance. Two such applications have been received. These include the Kadrie request for shoreline variance at 1281 Josephine Road and the David Rustad request for a shoreline variance at 329 S: OWasso Blvd. The Rustad ~est 1S being considered by the Planning commission at ~h ir November lOth meeting. \ .~ (t' . City staff recommends that the city council approve the attached ordinance declaring a moratorium on the consideration of all applications for variances to the shoreland management regulations and for building permits to construct any structure or deck within 75 feet of the normal high water line of any public water on shorelines as defined in Roseville City Code, Chapter 18, with effective dates from publication through June 1, 1994, and with the possibility of an extension until
