<br />REQUEST FOR COUNCIL ACTION <br /> <br />DATE: 9-27-93 <br /> <br />ITEM NO.: <br /> <br />Department Approval: <br /> <br />Manager Reviewed: <br /> <br />Agenda Section: <br /> <br />Hearings <br /> <br />Item Description: <br /> <br />consideration of an ordinance amending section <br />34.030 of the Roseville City Code - above- <br />ground fuel storage tanks. <br /> <br />Background: <br /> <br />1. section 34.030 of the Roseville city code, designates where <br />above-ground flammable liquid storage tanks can be located. <br />Generally described, that area is north of State Highway 36 and <br />west of Cleveland Avenue, bordered both on the north and west <br />sides by the Roseville city limits. <br /> <br />2. Minnesota Coaches Inc. operates a fleet of buses from their <br />facility at 1743 W. County Road C. They would like to update <br />their current fueling facilities with a new high capacity <br />above-ground diesel fuel tank. Their location is outside of <br />the designated area where above-ground fuel storage tanks are <br />permitted. They are also requesting a variance from the state <br />Fire Marshal's office to have a 10,000 gallon tank instead of <br />the 6,000 gallon. <br /> <br />3. The City Attorney's office has advised staff that an ordinance <br />amendment would be required to allow Minnesota Coaches request. <br /> <br />4. The city council referred this matter to the Planning <br />Commission for review and recommendation. <br /> <br />5. The Planning commission, on a 5-1 vote, recommended that the <br />Council amend the city code to allow above ground flammable <br />liquid storage tanks as a use by special use permit in non- <br />residential zoning districts. <br /> <br />Alternatives: <br /> <br />1. Maintain the city's ordinance as is, restricting above-ground <br />fuel storage tanks to that area currently designated in section <br />34.030. <br />2. Amend the City's ordinance to allow above ground tanks as an <br />interim or special use permit. <br /> <br />3. Amend the city's ordinance to require that a permit be approved <br />by the Council before tanks can be installed. The ordinance <br />should set standards which must be met concerning where tanks <br />
