BACKGROUND

At their meeting of January 12, 1994, The Planning Commission
unanimously recommended approval of Space Center Inc. 's request for
rezoning from B-6 to B-3 at 2481 N. Cleveland A venue in order to
construct at 123,893 sq. ft. corporate headquarters for Beltmann North
American. This recommendation was subject to three stipulations:

a. That the applicant work with staff on the impact of refleètive glass
exterior materials.

b. That a vegetative screen be provided along the south side of the
property. That the design of the screen should be reviewed and
approved by City staff.

c. That City staff review and approve the final storm sewer plan.

2. This recommendation was considered by the City Council at their meeting
of January 24, 1994. The Council action on this matter was to continue
the hearing to their meeting of February 28, 1994 and refer the request for
rezoning back to the Planning Commission to hold a public hearing for a
rezoning from B-6 to Planned Unit Development. The Council's thinking
was that a PUD would more precisely tie the rezoning to a specific
project. The Council was looking for a procedure that would guarantee
what the City would be getting for the rezoning.~On February 9, 1994,
the Planning Commission approved the PUD as presented in the original
site plans and architectural elevations, with staff and developer to make
improvements to the landscape and storm water plans.

.~.
