<br />Traffic Considerations <br /> <br />During the review ofthe original planned unit development, a traffic study was initiated to <br />understand the impact of this development on Lincoln Drive and County Road C. That report <br />indicated that the transportation system could handle the anticipated traffic generated from the <br />uses in this development. Suggestions about internal traffic flow from the City's traffic consultant <br />were incorporated into the site plan that was approved by the City, For the proposed amendment <br />to the planned unit development, the traffic engineer was asked to review the impact of the <br />proposed changes. His report indicates that replacing the proposed bank with the retail facility <br />would increase the daily trips by 300 cars and the P.M. peak trips by 40. The report indicates that <br />these numbers should not significantly add to the impact of the development. A review ofthe site <br />plan has indicated some modifications might improve internal site circulation. These ideas have <br />been shared with the developers and can be accommodated on the site. Engineering <br />considerations remain the same as with the approved planned unit development with the addition <br />of reinforcing the recommendations from Glen VanWormer from SEH concerning the parking lot <br />configuration and the drive through window for the Boston Market. <br /> <br />1. A sidewalk is required along the east side of Lincoln Drive. <br />2. A 20 foot light rail easement is required along the west side of Snelling Avenue. <br />3. A permit trom MnDOT will be required to work within the Snelling Avenue right- <br />of-way. <br />4. The new driveway openings along Lincoln Drive must be done per RoseviIle's <br />standards. <br />5. All utility connections must be done per Roseville standards. <br />6. A permit trom Rice Creek Water Shed, MWCC and the Health Department will be <br />required. <br /> <br />3. Summary and Conclusion <br /> <br />The development ofthis 5.93 acre parcel ofland for commercial/retail purposes was <br />approved in 1994. The original design proposal that incorporated 4 individual buildings, <br />rather than the typical strip mall, works well on this site. With this design, the view from <br />Snelling Avenue or Lincoln Drive does not include the rear service area of a more typical <br />strip mall. Given the prominence of the intersection of Snelling Avenue and County Road <br />C in the community, staff feels this concept speaks well for the site and for the City, <br /> <br />The proposed modification of the planned unit development to replace the bank facility <br />with a retaiVfood building is still consistent with the City's Comprehensive Land Use <br />Guide Plan and specific plans for this area. Traffic is not significantly increased with the <br />proposed modification and with the suggested changes in the site plan can be <br />accommodated on the site. All other conditions of approval with the original development <br />remain in tact. Therefore, staff recommends approval of the Har Mar Inc. request for an <br />amendment to an approved planned unit Development (PUD) for the 5.93 acre parcel of <br /> <br />4 <br />
