~ .

April 12, 1994

Mr. Michael Falk
City Planner
City of Roseville
2660 civic Center Drive
Roseville, Minnesota 55113

Dear Mr. Falk:

REi AL KEHR'S REQUEST TO CHANGE THE LAND USE FOR HIS PROPERTY ON
COUNTRY ROAD C FROM LOW DENSITY TO MEDIUM DENSITY.

When is Roseville going to tell this man 'NO, NO, NO, YOU CANNOT
BUILD ANY TOWNHOUSES OR CONDOS IN THIS RESIDENTIAL AREA'?

I am getting sick and tired of his continued plans and requests to
change the area from a single family residential area to a
townhouse area, which could probably end up as low cost rental
units. I built my home in Roseville in 1968 because it was a very
good area to live and raise children. The school district was
rated very high and we have been very satisfied these many years.

But I cannot believe that you would continue to allow him to brow
beat the City Council and the residents of this area into allowing
him to build these units. Anyone could tell you that the market is
thoroughly saturated with town housß and condo units, no matter
where you care to look. AND THEY DO NOT HAVE MUCH RESALE VALUE
EITHER.

Your own letter states that the current land use allows only four
dwellings per acre for a low density and 10 dwelling units per acre
for a medium. Does this mean that they would have to be one floor
family units, or could he build a three story building housing more
than one unit? Besides four dwellings in a one acre area is too
much for a residential area anyway.

By allowing this building development to be built, it will create
more traffic in the area. County Road C has become a race track
now with the direct connection from Rice Street, 35W and the access
to Minneapolis over the County Road 52 bridge or County Road C.
If you doubt this, come and park in my front yard either in the
morning or evening traffic times and you will see why we do not
need more additional residents in this area.

.
