<br />March 30. 1994 <br /> <br /> <br />Dear Property Owner: <br /> <br />The purpose of this letter is to provide you with additional infonnation about the projects and planning now underway in your <br />neighborhood. <br /> <br />At the March 9, 1994 Roseville Planning Commission meeting, Mr. Al Kehr requested approval of a change to the City's <br />Compreþensive Land Vse Guidÿ Plan land use designation from low density residential to medium density residential for <br />properly located at 674, 656. and 646 W. County Road C. The Planning Commission recommended approval of the Kehr <br />request and also requested that the entire southwest quadrant of the intersection of County Road C and Date Street be studied <br />for a simíJar Comprehensive Lmtd Use Plan change. The Commission directed staff to estabHsh a public hearing at Ù1e April <br />13. 1994 Planning Commission meeting. See attached notice. <br /> <br />The City Council, at their meeting of March 28. 1994, took no action on Mr. Kehr's request until they receive a <br />recommendation from the Planning Commission on the long tenn future land use designation for all the property south of <br />County Road C, west of Dale Street, up to and including the American Legion property. No rezoning changes havç been <br />approved. <br /> <br />The Comprehensive Plan is different than the local zoning law. The Comprehensive Plan is a long range frame work which <br />coordinates and guides proper relationships between land uses. The Plan outlines the general direction for the use of public <br />and private land, roads, and utilities within the City. It proposes the types and relationships of the various land uses. In <br />Roseville, the land use plan defines low density residential as pennitting no more than four dwelling units per acre; medium <br />density as pennittìng no more than 10 dwelling units per acre; and, high density as permitting 10 or more dwelling units per <br />acre. The plan does not specifY a type of housing such as single family or townhouses. The change in the plan does not make <br />any of the existing buildings or useS nqn-confonning. They may continue in their CUlTent state as long as the owners desire. <br />After the long range plan is approved, the local zoning law is generally changed to be consistent with the plan. <br /> <br />In the case of land along County Road "Cn near Dale Street, fITst the Comprehensive Land Use Guide Plan proposed changes <br />to the land use map will be considered, The Planning Commission will hold a hearing on April 13, 1994 and the City Council <br />will consíder the Planning Commission's reconunendation on this matter at their meetíng of April 25, 1994. Following that, <br />the Planning Commission can then consider Mr. Kehr's application for a rezoning to Planned Unit Development for a <br />proposed 23 unit townhouse development on his 3,6 acre property at 674.656, and 646 W. County Road C. As of this <br />writing. we anticipate the public hearing on this application will be considered by the Planning Commission at their May 11, <br />1994 meeting.
