Tfthe <br />City chooses to change the land use on the Kebr property and rezone it and the <br />adjacent owners choose to stay and maintain their single family use, consideration <br />must be given to screening and buffering between the two uses. The point in this <br />discussion is simply that the attention and conunitment to screening and landscaping <br />between these uses should be evaluated in the context of the expected time frame for <br />the conversion of the adjacent lots. <br />. <br /> <br />Em!ineerine: Considerations <br /> <br />1. The sketch plan that is attached assumes that ponding will be provided off this site. <br />The previous plans assumed that a portion of the site would have to be used for stonn <br />water detention. Detailed plans have not been prepared for this off-site ponding and <br />it will have to be approved by the Grass Lake Water Management Organization and <br />the MnDNR We advise against taking much time on tillS issue at tIus point. If <br />ponding is required on the site, the plans will need to be revised and the density will <br />be reduced. These questions can only be resolved after detailed engineering design <br />has been completed and pennits are submitted and reviewed. <br /> <br />Plannine Commission Recommendation: <br /> <br />1. The Planning Commission recommended a change in tile comprehensive plan <br />designation for the Kehr property located at 674 W. County Road C from low density <br />residential to medium density residential with all property located from the west <br />border of the Kehr property with the north border being County Road C, the east <br />border being Dale Street, and Central Park being the south border. Further, a <br />condition be placed pending approval that any rezoning will be done only with a <br />planned unit development and that all land trom the American Legíon driveway to <br />Dale Street must filllction as one functional neighborhood design. it is assumed that <br />the property east ofKebr's project will be heard at a separate public hearing at the <br />next available date. <br /> <br />Summary, Conclusion and Recommendation: <br /> <br />The consideration of this development has been delayed since December of 1992 pending <br />the completion of work on VISTA 2000 and the Comprehensive Plan. The land owner has <br />been patient during this time and has watched wile another project within the market area <br />has been approved (Good Value Homes) and other reviewed.
