City of RoseviIle Planning Commission Minutes
May 11, 1994

The staff recommended: (1) vacation of the street easement, (2) subdivision
of the 28,000 square foot lot into two separate lots, and (3) approval of an R2
duplex zoning on the lot adjacent to the RottlandlConcordia Meadows
Planned Unit Development to allow a duplex to be constructed at this site.

Member Sandstrom asked if the property to the east could be divided into a
flag lot and expressed concern about such flag lots. Michael Falk responded
that the code requires at least a 30 foot frontage on an existing road for a flag
lot. He noted that the developer has no plans for a flag lot at this time.

Jim Westby, 480 Lovell, stated that the Buddhist Temple prefers tiot to have
a street but would prefer more greenery in the area. Westby does not plan
another house behind the existing house and therefore no flag lot would be
proposed.

Chairman Wietecki asked for comments from the public. There were none.

Chairman Wietecki read letters from Mr. and Mrs. Hernandez, 2360
Cohansey, who are opposed to the rezoning, and a letter nom the Concordia
Meadows Home Owners' Association, who are in support of the project.

Chainnan Wietecki closed the public hearing.

Member Hanns asked if there was some way to restrict access to the rear of
the Westby lot. Member Thomas asked about the need for easement. She
expressed concern about the green space to the east of Concordia, which was
to be used as a buffer between the single-family areas east of Concordia, and
the villas themselves. She stated that to change one of the single~family lots
into a duplex would be a change in the concept approved by and with the
neighborhood at the time Concordia was approved. Chairman Wíetecki
stated that he agreed with Member Thomas and would oppose a zoning
change to R2.

8
