Regular City Council Meeting <br /> Monday,June 16, 2014 <br /> Page 5 <br /> Councilmember Willmus shared concerns with the length of shifts; and asked that <br /> it be formally addressed in the agreement; questioning how old the students were <br /> and how it was determined by the School District and/or Fire Department if and <br /> when students were eligible for ride-alongs. <br /> Chief Peterson stated that it was his understanding that the students were high <br /> school seniors. <br /> Councilmember Etten suggested that, if not with the Roseville EMT, these stu- <br /> dents would ride along with Allina or other agencies to obtain this work experi- <br /> ence. Councilmember Etten advised that this program was in force when he went <br /> to Irondale; and currently several of his students were involved in this EMT train- <br /> ing. Councilmember Etten advised that these students were career-focused and <br /> mature young people, and noted that this was a rigorous program. Given his per- <br /> sonal connection as a teacher to some of those students coming through the pro- <br /> gram, Councilmember Etten opined that that these students were excellent people <br /> for involvement in the Roseville community. <br /> Councilmember McGehee thanked Councilmember Etten for that insight, which <br /> she had not found through the meeting packet materials; and given that it was sen- <br /> iors involved in this two-year program made a significant difference in how she <br /> viewed the opportunity. Councilmember McGehee opined that such information <br /> would have been useful to include in the meeting materials to avoid further ques- <br /> tions. Councilmember McGehee expressed her concerns with the length of the <br /> shifts as well; and asked that it be addressed. While still troubled with the one- <br /> year notice requirement, Councilmember McGehee noted the rationale in an edu- <br /> cational institution not wanting less than a year's notice; but if something cata- <br /> strophic happened or the program was not working out, suggested an opt-out <br /> clause of less than a year. <br /> Chief Peterson noted that, if the program were found not to be working, the City <br /> could just stop scheduling the ride-alongs. <br /> At the request of Councilmember McGehee, City Attorney Gaughan clarified that, <br /> if the agreement didn't provide for a unilateral termination, the City would need <br /> to abide by its responsibilities; noting that with the relationship of the parties, it <br /> could be a mutual understanding on winding down the program. <br /> At the request of Mayor Roe on timing of the contract, City Attorney Gaughan <br /> advised that there was nothing defined, but there was no reason both parties <br /> couldn't mutually agree to terminate the agreement. <br /> Councilmember Willmus stated that he preferred that the agreement be revised to <br /> reflect the reduced shifts; and suggested the agreement be returned for a future <br /> meeting after revision. <br />
