I attach a copy of Minn. Stat. § 440.11 outlining the statutory procedure for the City to change the name of a street. That statute now covers all statutory cities, including the City of Roseville. The statute does not require notice to property owners on the street. I recommend that written notice be sent to all property owners on the street because the change of name may be a controversial issue. With regard to vacating streets, such a procedure is accomplished by the City Council, either on its own initiative or on a petition filed by fifty percent of the property owners abutting the right- of-way to be vacated. A public hearing is held and the City Council's action is accomplished by resolution. For your information, I attach a copy of Minn. Stat. §§ 440.135 and 412.851, which are applicable to statutory cities, dealing with vacation proceedings. For your further information I attach a copy of a memorandum from the League of Cities regarding the vacation procedures. M"~'
