Ms. Becker advised that now verification is <br /> filed for each alcohol server and available at each restaurant. <br /> Mayor Roe thanked representatives for their information and attempt to obtain in- <br /> formation for evidence, which he advised would certainly be a mitigating factor <br /> when consideration was given for renewal of the license this fall; and hoped that <br /> the information be available at that time. <br /> In reviewing the November 14, 2011 City Council meeting minutes, Coun- <br /> cilmember Willmus noted that there were issues with training at that time as well; <br /> and while also not willing to take action tonight on this training violation, he ex- <br /> pressed hope that the applicant would amend future training to comply. <br /> Mayor Roe concurred, and suggested better record keeping efforts be pursued as <br /> well. <br /> Ms. Becker assured the City Council that Smashburger would continue its efforts. <br /> e. Presumptive Penalty Approval—Romano's Macaroni Grill Restaurant Alco- <br /> hol Compliance Failure <br /> Roseville Police Lt. Lorne Rosand summarized this compliance failure, similar to <br /> that of the previous licensee, and as detailed in the RCA dated June 9, 2014. Lt. <br /> Rosand noted that this was a first-time violation for this licensee. In reviewing <br /> training records, Lt. Rosand noted that 21 of the 34 employees, or 62% had com- <br /> pleted training, while other training was incomplete or done after this compliance <br /> failure. <br /> Romano's Macaroni Grill General Manager Tony Carbone <br /> Mr. Carbone apologized for this violation, expressing his embarrassment and the <br /> ramifications in losing a ten-year member of their team due to these events. Mr. <br /> Carbone assured the City Council and Roseville Police Department that they took <br /> this very seriously, and it brought to light the need for training moving forward <br /> and lessons to not become complacent and make sure documentation of training <br /> was thorough and complete. Mr. Carbone expressed appreciation to Lt. Rosand <br /> for his guidance throughout this situation; and respectfully asked that the store not <br /> be charged with a one day suspension, but was willing to accept the punishment <br /> deemed appropriate. <br /> Willmus moved, Etten seconded, allowing the Roseville Police Department to is- <br /> sue and administer the presumptive penalty as set forth in Section 302.15 of Ro- <br /> seville City Code; for alcohol compliance failure at Romano's Macaroni Grill <br /> Restaurant, 1595 W Highway 36, on May 1, 2014; with a penalty of$1,000 and a <br /> one day liquor license suspension. <br /> Roll Call <br />
