Regular City Council Meeting <br /> Monday,June 9, 2014 <br /> Page 42 <br /> At the request of Councilmember Etten, Ms. Kelsey responded that this project is <br /> structured so none of the parcels can be split off or not developed due to require- <br /> ments of TIF housing districts and the allotment for affordability housing which <br /> would be met by one of the buildings, but would not meet the legal requirements <br /> if broken off. <br /> At the request of Councilmember Willmus, Ms. Kelsey advised that the current <br /> Ramsey County market value was $1.6 million for the land, and a value of$1,000 <br /> for the existing building. <br /> McGehee moved, Etten seconded, adoption of Resolution No.11155 (Attachment <br /> G) entitled, "Resolution Identifying the Need for Livable Communities Demon- <br /> stration Account Funding and Authorizing an Application for Grant Funds to As- <br /> sist with the Redevelopment of 2785 Fairview Avenue;" AND adoption of Reso- <br /> lution No. 11154 (Attachment H) entitled, "Resolution Expressing Intent to Cre- <br /> ate and Administer a Housing Tax Increment Finance District and Consider the <br /> Waiving of Sewer Access Charges for the Redevelopment of 2785 Fairview Ave- <br /> nue." <br /> At the request of Councilmember Wilimus, Ms. Kelsey advised that the total SAC <br /> funds available were approximately$1.2 million. <br /> Roll Call <br /> Ayes: McGehee; Wilimus; Laliberte; Etten; and Roe. <br /> Nays: None. <br /> Mayor Roe wished Mr. Hughes good luck with the next steps in the process. <br /> 14. Business Items—Presentations/Discussions <br /> a. Consider Park Building Network Connectivity with Electronic Door Access <br /> Control,Video Security and Public Wireless Internet <br /> As previously requested by the City Council, Director of Parks & Recreation <br /> Lonnie Brokke briefly summarized requirements for network connective with <br /> electronic door access controls, video security features, and availability of public <br /> wireless Internet for newly-constructed buildings and/or existing buildings, as de- <br /> tailed in the RDA dated June 9, 2014 (page 4). Mr. Brokke noted that the 2014 <br /> CIP budget included video security for the park system, and those funds were <br /> proposed for use moving forward at the discretion of the City Council. <br /> Information Technology Network Manager Terre Heiser was also present to re- <br /> view and clarify the technical issues for these amenities, and considerations for <br /> updating some existing controls at City Hall and the Skating Center as another <br /> component to consider, and similar to the managed access available for the new <br /> fire station. <br />
