<br />¡~ <br /> <br />205 Environmental Protection Standards <br /> <br />205.010 Overview. There are certain areas within the City <br />characterized by soil types, slopes, vegetative covers, and water <br />t';thlA~ trnir.h_ yirhollt: n't'onf!r r.orrf!ctivf! action. are unsuitable <br />f~~--de~~i~p~e~t~--- -De~~i~p~e~t - u i~ -t:h~se - ~~~~s' may increase soil <br />erosion and sedimentation, pollute groundwater, impede the <br />natural functioning of wetlands, and/or destroy natural <br />resources. This may increase expenditure of public and private <br />funds necessary to correct such damage. <br /> <br />205.020 Soils. No development shall be permitted on poorly <br />drained soils, some~hat poorly drained soils, very shallow soils, <br />soils with high shrink-swell or frost potential or very steep or <br />steep slopes, as defined by the Soil Survey of Vashington and <br />Ramsey Counties, unless the applicant proves that construction <br />techniques capable .of overcoming the restrictive condition will <br />be utilized. <br /> <br />205.030 Soil Stabilization. <br /> <br />(A) Minimal Erosion. Development activities shall be <br />conducted and staged to minimize soil erosion by: <br /> <br />(1) Keeping disturbed areas small. <br /> <br />(2) Stabilizing and protecting disturbed areas as soon <br />as possible. <br /> <br />(3) Keeping storm water rate of runoff no greater than <br />what it ~as before development. <br /> <br />(4) Protecting disturbed areas from storm vater runoff. <br /> <br />.( 5) <br /> <br />Controlling, <br />runoff. <br /> <br />reducing or delaying storm <br /> <br />water <br /> <br />(6) Retaining sediment within the corridor or site <br />area. <br /> <br />(B) Erosion Report. The City Council may require that a <br />soil erosion report be obtained from a public or private <br />agency, which shall define procedure to be folloved in <br />order to protect surrounding property, lakes and vater <br />courses from the consequences of soil erosion resulting <br />from grading and site development. The developer shall <br />comply with the recommendations in said report. . <br /> <br />(C) <br /> <br />Erosion Control.
