Draft: 11/15/94 Technical Corrections CITY OF ROSEVll.LB ORDINANCE NO. * * * >I< >I< * * >I< >I< >I< >I< * AN ORDINANCE AMENDING CITY CODE SECTION 18, SHORELAND MANAGEMENT, ADDING STATUTORY REQUIREMENTS AND PROVISIONS FOR SHORELAND, WETLAND, AND STORM WATER MANAGEMENT The City CouncH of the City ofRoseviIle, Minnesota, does hereby ordain: Section 1. Statutory Authorization. This ordinance is adopted pursuant to the authorization and policies contained in Minnesota Statutes Chapters 103B, 105,462, and 497 and Minnesota Rules, Parts 6120.2500 - 6120.3900, Minnesota Rules Chapters 8410 and 8420. Section 2. Waters and Wetland PoJicy. Whereas, the Roseville's Comprehensive Land Use Plan identifies specific goals and policies related to the proper management of its shoreland, lakes, wetlands, water and soil resources, and Whereas, the City ofRoseviIle recognizes that the uncontrolled use of shorelands, wetlands, and land alteration activities in general in the City affects the public health, safety and general welfare not only by contributing to the pollution of surface and ground waters, but also by impairing the loca.l t.ax hase. and -- --'.- ...-- - .-._._~ -- --. Whereas, land development and use impact aU receiving waters, especially lakes, by contributing to their impairment through point and nonpoint pollution sources, and Whereas, the City of Roseville has adopted a Surface Water Management Plan that recognizes that its storm water system is integrated with the management of its natural lakes and wetlands and, Now Therefore, the City has determined that it is in the best interests of the public to manage its Comprehensive Plan and Surface Water Management Plan by a consolidated approach with this ordinance as provided for in Sections 3 through 5 to avoid conflict and duplication to the _".......:+'V'I'I'II_ _..n","':",n1 .o...T4--,,'I"I.... l11aMUlU111 j..IlaVLlval vALI,JUL. Section 3. Section 18.010 through Section 18.260 is hereby deleted and replaced with the following: I
