'18.026 Administration. 18.026.1 Enforcement. The Community Development Director is responsíble for the overall administration and enforcement of this ordinance. Any violation of the provisions of this ordinance~ the provisions of any pennit issued in accordance with this ordinance or failure to , comply with any of its requirements (including violations of conditions and safeguards established in cOMection with grants of variances or conditional uses) shall constitute a misdemeanor and shall be punishable as defined by law or as otherwise provided in the Municipal Code of the City of Rosevi11e. 18.026.2 Permits Required. In addition to any pennit requirements of an underlying district or an ordinance in force for the entire city~ permits are required in shoreland impact areas and wetland overlay districts for the construction of retaining walls, fences, water related accessory structures, watercraft accessory devices and signs. Application for a permit shall be made to the Community Development Director or the D]rector's degjgnee on the forms provided. The application shall include the necessary information so that city staff can detennine the site's suitability for the intended use. All permits within the Shoreland, Wetland, and Storm Water Management Chf er must specifY a temúnation date~ not to exceed 12 months fTom the date of issuance. A permit may be determined to be null and void by the Community Development Director if it is determined after " issuance that false supporting information was filed with the pennit application. As part of any . such determination, the Director or assigns wi)) issue a stop work order, post the same on~site. send a copy by certified mail to the pennittee and determine what other enforcement action is necessary. 18.026.3 Certificate of Zoning Compliance. The Community Development Director shall issue a certificate of zoning compliance for each activity requiring a permit as specified in this ordinance. This certificate will specify that the use ofland conforms to the requirements of this ordinance. 18.030 Designation of Water Management Overlay Districts 18.030.1 The Water Management Overlay District hereby created and is divided into the foHowing subdistricts as shown on the Official Zoning r..1ap; the Shoreland District, the Wetland Protection District, and the Stonn Water District. The Official Zoning Map is hereby adopted by reference and declared to be a part of this ordinance. The Official Zoning Map shall be on file in the office of the Community Development Director. The Community Development Director shaH maintain the necessary records to maintain and display the Official Zoning Map as amended. The boundaries of the overlay districts as shown on the Official Zoning Map are considered to be approximate and must be established on the ground at the time of any application for pennit, variance. conditional use, planned unit development or subdivision of land. 9
