Planning Commission meeting the Shoreland Committee and staff <br />presented its review and work to date for revisions to the Roseville Shoreland Ordinance. <br /> <br />Bruce Sandstrom has prepared a new draft of an ordinance (attached) that combines the water <br />management/water quality issues with the shoreland land use issues. "".............a-.............".... -..-........1 ........--"_........_- <br /> -..- -....... y.-......--'.............. <br /> <br />procedures for administrative offenses (as part of the City Code, the shoreland/water quality ordinance <br />would be induded under the administrative offense provisions). <br /> <br />Because of the new staMes enacted by the Legislature in the past 3 years. three different types of <br />waters would be protocted: DNR Shoreland. City Shoreland. and Public Waters/Wet1ands. See the <br />attached map. <br /> <br />... <br /> <br />He also thinks it may be more useful to include requirements that boat houses be allowed as a <br />Conditional Use Pennit (CUP) and that accessory structures be allowed as long as they met <br />landscape and architectural guidelines. <br /> <br />The Planning Conuníssion encouraged the Committee to continue its work and return with the <br />completed ordinance in September. Comments on the proposal ìnduded: <br /> <br />1) DeJete all references to drainfields and septic systems. <br />2) Allow for architectural review of accessory buildings.. <br />3) Stonn water management section needs more work.. <br />4) Better define the limits of the Overlay District. <br />5) Simplify the joint controlled access for each of the lakes. <br />6) Summarize the ordinance in layperson's language. <br />7) Research the impact on each property owner and develop a notification process. <br /> <br />AttachmenÅ’: <br />Sandstrom Model Com~tion Ordinance <br />Map of Overlay DistricV <br />
