City of Roseville
Community Development Department

MEMO
June 15, 1994

TO:

Bruce Sandstrom, Edward Roberts, Cynthia Thomas, Pat Johnson, Barb Mastel,
Lon Aune, Karl Keel and Mike Falk

Dennis Welsch, ~ommunity Development Direct~
Shoreland Management Meeting

FROM:

RE:

A meeting has been scheduled for Monday, June 20, 1994 at 4:00 p.m. to discuss the shoreland
management ordinance.

The purpose of the meeting wi]] be to discuss how the City will comply with State and Metro
Council mandates that established new requirements for shoreland protection ordinances.

Attached are copies of the Citis existing Shoreland Ordinance and protected water map, the
Shoreview Shoreland Ordinance, and the DNR Model Ordinance (with strike-outs).

The staff perspective is to update the new MnDNR model ordinance to meet Roseville's needs and
adopt language similar to Shoreview regarding no wake zones.

Note that the new MnDNR model regulations do allow for boat houses on the lakeshore.
Members ofthe Council have, in the past, expressed their opposition to boat houses along the
shores of our lakes. MnDNR regulations also allow guest cabins on the same lot with the main
house.

The City can be more restrictive, but not less restrictive, than MnDNR regulations.

xc: Steve Sarkozy
