BACKGROUND <br /> <br />The Roseville Good Samaritan Center, located at 1415 W. County Road B, has <br />been owned and operated by the Evangelical Lutheran Good Samaritan Society <br />since 1992. Prior to that, the facility was known as the Golden Age Health Care <br />Center. The building itself was constructed in 1957 with an addition completed <br />in 1961. The center is a licensed nursing home with an occupancy capacity of <br />133 residents. The Good Samaritan Society, having gained operating experience <br />with the facility, are proposing to address physical and operational problems <br />associated with th~ l~urrent facility. Specifically, they would like to improve <br />resident dining, pruvide additional office space, improve physical therapy space, <br />address congestion at the rear entry and provide a ftont entry drive up and <br />canopy. <br /> <br />2, DEVELOPMENT SUMMARY <br /> <br />The Roseville G {J Samaritan Center is located in a B-1 Limited Business <br />District. This distnct requires a 30 foot front yard building setback and a 15 foot <br />front yard parking setback. Per the Roseville zoning code, nursing .homes are <br />required to provide one parking space per 4 beds. With 133 beds, the code <br />requires 33 parking spaces on site. Currently, the center is providing 56 parking <br />spaces. <br /> <br />In order to address the concerns previously enumerated, the Good Samaritan <br />Center is making a number of changes to the existing building. While most of <br />those changes are taking place within the facility itself, two additions to the <br />
