That the interim use permit for the facility not exceed two years. <br /> <br />With regard to the first condition in the interim use permit, the <br />County and Dynex have operated the facility essentially as described <br />in the application materials. One exception has been that a <br />freestanding canopy, described in the application materials, was used <br />in 1992 at the HHW satellite sites. When that canopy was stolen from <br />another site in 1993, Dynex used a canopy consisting of tarps attached <br />to their van at the site. This system has worked well at all four <br />satellite sites. <br /> <br />with regard to the other conditions in the interim use permit, the <br />County submitted a more detailed drainage plan that was approved by <br />City staff prior to the first HHW collection in 1992. Also, two signs <br />concerning illegal dumping were installed. In addition, the County, <br />in cooperation with Roseville City staff, installed three pine trees <br />west of Kent Street to help screen the HHW site from the cemetery to <br />the west. We have seen that very recently the land immediately west <br />of the HHW site has been cleared of trees, including the trees <br />installed by the County. <br /> <br />The County's first HHW satellite site at the Roseville site was held <br />during September and October of 1992. Since 1992 the County has had <br />Dynex operate over 100 days of satellite operations at the Roseville <br />and three other sites (Maplewood, near Aldrich Arena; the Highland Ice <br />Arena near Ford Parkway and Snelling Ave. in Saint Paul; and the West <br />Side Ice Arena near Concord and Congress Streets in Saint Paul). <br />Based on the County's experience, the Division is requesting several <br />minor changes in site operations. These changes will help to improve <br />service for residents of Roseville and the County. <br /> <br />CHANGES TO THE INTERIM USE PERMIT <br /> <br />The Division of Solid Waste is requesting changes in the conditions as <br />follows: <br /> <br />Condition 1: That the facility be operated as described in the <br />application materials for the initial 1992 permit, as modified in <br />the attachment dated May 17, 1994. <br /> <br />Condition 5: That the interim use permit for the facility ~ <br />exceed bm yearEi expires December 31, 1998. The County may request <br />an extension of the permlt. <br /> <br />
