<br />space has been concentrated on the north side of the site with a 6 foot high wood fence <br />along the north property line. Copies of the site plan, landscaping plan, and building <br />elevations are included with this report. <br /> <br />The property at 1716 N. RamUne Avenue is a transition between commercial properties to <br />the south and single family residential to the north and therefore, must be carefully <br />considered. The site plan for the proposed beauty salon pays careful attention to this <br />concern, both in the residential characteristics of the design of the building and by locating <br />the parking area adjacent to the existing commercial use to the south, leaving the green <br />space area to act as a buffer along the north property line. OriginaUy, given this attention <br />to the sensitivity of transitions between land use, together with the restrictions applied <br />through the planned unit development process, staffbeUeved this an appropriate use for <br />this location. <br /> <br />4. The Planning Commission, on a 7-0 vote, recommended denial of Sandra Kentfield's <br />request for rezoning from R-2 to Planned Unit Development (PUD) for a beauty <br />salon at 1700 N. Hamline Avenue. It is the Planning Commission's opinion that the <br />proposed beauty shop would not provide a proper land use transition between the <br />low density residential use on the north side of the site in question and the <br />commercial use on the south side or the property. The proposed expansion of the <br />commercial uses on Bamline Avenue would not be consistent with VISTA 2000 <br />goals to not expand existing commercial areas. <br /> <br />STAFF RECQMMENDA TION: <br /> <br />1 . It is recommended that the City Council deny Sandra Kentfield's request for rezoning from <br />R-2 to Planned Unit Development (PUD) for a beauty salon at 1700 N. Hamline Avenue. <br /> <br />COUNCIL ACTION REQUESTED: <br /> <br />1. Motion to deny Sandra Kentfield's request for rezoning from R-2 to Planned Unit <br />Development (PUD) for a beauty salon at 1700 N.
