The de-regulation provided for enterprising <br />companies to purchase long distance time and reseH it at considerably reduced rates to <br />consumers, The purchasing companies were able to pay major long distance carriers a <br />higher rate for the !!Long Lines!! and yet through intensive management, they could utilize <br />a high traffic demand over those lines and provide the same service at a lower cost to the <br />consumer. <br /> <br />Staff is proposing that it may be possible for the City to do the same thing for its citizens. <br />In an article by Herbert Lindsay, which is included in this report, various ideas and options <br />regarding private-public partnerships in telecommunications are presented. <br />
