<br />An ESMR cellular system depends on a grid of antennas arranged in a geographic <br />pattern to insure coverage of a service area. A II cell" is created by an antenna and <br />serves as the link between the customer and the system wlùle the customer is in <br />that particular cell. The City's water tower property, on Fairview Avenue, will <br />work as a cell site for OneComm's system. A 180 foot tall radio tower could be <br />built next to the water tower at OneComm's expense. This tower could be built to <br />accommodate additional users and ownership of the tower cóuld be transferred to <br />the City so that the City could control where antennas are located within <br />Roseville and could expect some rental revenues. ill the future, OneComm's <br />height requirements will allow it to move to a lower elevation. OneComm's <br />antenna could then be placed on the water tower itself. This would open up more <br />tower space on the radio tower that could be used by others. By placing the <br />antennas on the water tower, the needs for others to build radio towers is <br />elinllnated. <br /> <br />4. At this point, the work on this subject has been conceptual in nature. Engineering <br />work needs to be completed, the tower needs to be designed, information about <br />rental rates "needs to be gathered and reviewed, and the legal aspects of entering <br />into lease relationships with a service provider needs to be explored. If the City <br />COlUlcil is in favor of the concept of a communications tower on the water tower <br />site, the City Manager, City Attorney, and City Engineer should be directed to <br />prepare the necessary Engineering and legal documents for consideration at the <br />September 12, 1994 Council meeting. <br /> <br />Staff Rec()D1mendation: <br /> <br />1. Staff recommends concept approval for the idea of locating a communications <br />antenna tower at the water tower site on Fairview Avenue and directing the City <br />Manager, City Attorney, and City Engineer to prepare Engineering and legal <br />documents for consideration by the City COlUlCil at the September 12, 1994 <br />meeting. <br /> <br />Council Action Requested: <br /> <br />1. Motion to give concept approval for a communications tower at the water tower <br />site on Fairview Avenue and directing the City Manager, City Attorney, and City <br />Engineer to prepare necessary Engineering and legal documents for consideration <br />by the City Council at the September 12, 1994 meeting. <br />
