<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Report Summary <br /> <br />Part of City's staff obligation is to create opportunities that will enhance services to the <br />Community, protect the rights of citizens, and to search for ways in which to ease the tax <br />burden. <br /> <br />Staff has recently been researching and developing potential directions for the City in <br />regard to these issues with respect to rapidly changing telecommunications. <br /> <br />A number of events have occurred which have created these opportunities. Those events <br />include: <br /> <br />Telephone De-regulation <br /> <br />Fiber Optic wires which provides for increased capacity, <br />voice, data and video. <br /> <br />Wireless technology e.g. cellular phones, Wide Area Networks, <br />etc. <br /> <br />New business relationships not only between private companies <br />but also between cities and the private sector. <br /> <br />. New special franchise auctions by the Federal Government <br />which enables a large number of private phone and other <br />telecommunications mediums, (narrow band). <br /> <br />These business environment changes, provide a potential for the private sector to utilize <br />the public right-of-way without properly paying the taxpayers for that right and to conduct <br />specialized services within the community without a permit. Potential hazards of not <br />permitting such activities could result in creating a public nuisance Le. interfering with the <br />ordinary use of a citizens property by reception interference, adding to the right-of-way <br />congestion etc. <br /> <br />While we have barely scratched the surface of the many implications in regard to the City's <br />involvement into the telecommunications area, it is strongly suggested in the literature, <br />that Cities take steps immediately to put several ordinances in place. Such ordinances, <br />while perhaps not perfect, will at least provide the City with some measure of protection <br />for its citizens. <br /> <br />Included in this report are 4 proposed ordinances, which staff is recommending be re- <br />viewed by the legal counsel and then strongly considered by the Council at a very early <br />date. <br /> <br />Wireless System Enabling ordinance <br />Wireless System Franchise <br />or <br />Wireless System Permit and Fee Ordnance <br />Private Communications System Ordinance <br />. Local Exchange Service Enabling Ordinance <br /> <br />These ordinances are based on Model ordinances several which have been implemented in <br />other Cities. <br /> <br />Another option, which staff believes is worthy of considerable discussion, is the potential <br />of joining with private enterprise to bundle phone services so that Roseville citizens could <br />purchase reduced-cost telephone service. <br /> <br />This report sets out in the various sections, more specific information regarding the ordi- <br />nances and services bundling. <br />
