While <br />there are some similarities to cellular service, the principal difference is the fact that <br />PCN\PCS service uses a large number of tlcell" sites to make the system work. It appears <br />that for the system to provide universal service, a substantial number of these cell sites may <br />need to be on public property and in the public right-of-way, Cell sites are small packages <br />of electronic equipment mounted as high in the air as possible. Such installation could be <br />on poles in the public-right-of way, which is what this ordinance addresses. <br /> <br />The ordinance also provides for preventing uncontrolled growth of cell sites, and other <br />communications gear, which could prove to be unsightly. <br /> <br />" <br />
