February 2, 1998 Bob Hagen 6278 Otter Lake Boulevard White Bear Lake, MN 55110 RE: Interim use permit for outside storage at 2785 Fairview Avenue North (PF2705) Dear Mr. Hagen: The purpose of this letter is to provide you with information on your request for an extension of the interim use permit for exterior storage at your building at 2785 Fairview Avenue North. On September 26, 1994, the City Council approved a three~year interim use permit to allow the exterior storage of materials in conjunction with the operation of Metro Paper Recovery, Jnc. During this same time period, the City also purchased approximately two acres along the western edge of the site for a regional storm water holding pond and leased a portion of it back to you for exterior storage as allowed by the interim use permit. The minutes of the September 26, 1994, City Council meeting state, "After three years, due to street construction and other delay, Metro Paper Recovery may be allowed to extend the interim use permit (upon application to the City) for a term consistent with the development of the site and the City plans for road extensions in the area." For this reason, a new application for an extended interim use permit is required. When I spoke with Mr. Minea back in December, I was unaware of all of the details surrounding the original interim use permit and erroneously informed him that all we needed was a letter requesting an extension.
