REQUEST FOR COUNCil- ACTION

DATE: 11~29~94

ITEM NO.: F-4

Department Approval:

~~

Hearing
Roseville Lutheran Church request for a 10 foot height
variance for the construction of an addition at 1215 Roselawn
Avenue.

Manager Reviewed:

~

Agenda Section:

Item Description:

Background:

1. In 1993, the City of Roseville and Roseville Lutheran Church agreed to
exchange property at County Road B and Lexington Avenue for a portion of
Bruce Russell Park, directly east of RosevilJe Lutheran Church property. The
Church's intent in this agreement, was to provide additional area for
expansion on their current site. Roseville Lutheran Church parcel now totals
5.75 acres. It is zoned R-l Single Family and churches are permitted uses in
that zoning district. The church is now preparing plans for Phase I of the
expansion of their campus.

2. Section 7.260 of the Roseville Zoning Code calls out churches as pennitted
uses in an R-l Single Family zoning district. Section 7.290 of the code
indicates that no structure or building shall exceed 30 feet in height.

3. The topography of this site has a 10 foot drop in elevation between the main
level of the existing church and the level of the current baseball field. The
design of the proposed worship center seeks to take advantage of this
topography through a "walk~out" design for the facility. The proposed
worsmp center roof will be approximately 5 feet taUer than the roof of the
current sanctuary, which has been on the site since 1969. From the west and
north, the elevations of the new worship center are within the height
specification for R-l property. From the lower level, however, the worship
center will be 10 feet over the 30 foot maximum height specification. The
project designer has indicated that the dimensions of the worship center are
dictated by the need to match floor elevations between the new worship .
center and the existing building. The design and dimensions of the facility are

1
