<br />addition, RLC hopes to maximize the green space next to Bruce <br />Russell Park for as many years as that land is not needed for <br />additional parking. Plans call for 250 off-street parking spaces <br />initially, using the land next to the Park to construct additional <br />parking later. The City and RLC have also agreed to share parking <br />for Bruce Russell Park using a portion of the Church's parking lot, <br />to conserve more green space. <br />RLC and the City have already agreed to work together to <br />design storm drainage that will accommodate both the new <br />construction and Bruce Russell Park at RLC's expense. RLC is in <br />the process of evaluating other utility improvements. <br />RLC anticipates no change in the way that trash is being <br />handled. Trash receptacles are located in an entirely enclosed <br />portion of the building, accessible through the Ryan Avenue parking <br />lot. All roof top and mechanical units will be suitably screened. <br />Three sets of full-size site plans and exterior building <br />elevation drawings, twenty-six copies reduced to eight and a half <br />by eleven-inch scale, and one set of transparencies are submitted <br />with this application. Design development has not extended yet to <br />a formal landscape or grading and drainage plan. RLC will be <br />continuing to work with the City in both of those areas. <br />Roseville Lutheran Church respectfully requests that its <br />application for a variance from the height specifications for <br />buildings on R-l property be granted.
