<br />REQUEST FOR PROPOSAL: <br /> <br />NORTHWEST QUADRANT OF I35W I HIGHWAY 36 <br /> <br />I. REQUEST: <br /> <br />The City of RosevilIe is seeking proposals from qualified development teams to acquire <br />and develop a 34 acre site located in the northwest quadrant of the intersection of <br />Interstate Highway and Highway 36. <br /> <br />ll. DEVELOPMENT OBJECTIVES <br /> <br />It is the City's objective to facilitate well planned development of an under utilized and <br />inappropriately developed site. It is the city's desire to develop the site to maximum extent <br />possible to enhance the tax base ofthe city, to provide quality new head of household <br />jobs, and to provide a quality aesthetic physical environment while protecting and <br />enhancing the natural environment of the site to the extent possible. Developers are <br />encouraged to submit proposals which will provide a master planned business park <br />utilizing quality building materials with unifoffil design and sign standards. Developers are <br />also encouraged to maximize development through utilizing connected buildings, parking <br />ramps and other methods. The terms of the land purchase or long term land lease are <br />negotiable. <br /> <br />m. GENERAL BACKGROUND <br /> <br />A. <br /> <br />City of Roseville <br /> <br />) <br /> <br />The City ofRosevilIe, encompassing an area of 14.3 square miles, has over 33,000 <br />residents and is a well planned, first ring suburb strategically located on the <br />northern side ofthe Twin Cities Metropolitan area ( see map I ). Since 1985, <br />Roseville has experienced substantial amount of commercial and industrial growth. <br />Retail sales have increased by $319,288,233 or 77% and annual building permit <br />increases have ranged from 26% to 147%. <br /> <br />Roseville's strategic regional location and excellent access have influenced many <br />businesses including Unisys, NCR-Comten, State Farm Insurance, Pentair and <br />Rosedale to locate in the city, Interstate 35W and State Highways 36 and 280 <br />provide quick and easy access to St. Paul, Minneapolis, the International Airport, <br />and the rest of the metropolitan area. <br /> <br />B. Site <br /> <br />The City ofRosevilIe has obtained site control of a 34 acre site in the northwest <br />quadrant of the intersection ofI35W and Highway 36. One additional} acre parcel <br />would need to be acquired, Total acquisition costs are estimated to be <br />approximately $5,077,000. <br /> <br />Access to the site from 13 5W is via County Road C and Long Lake Road.
