<br />intent of the sign codes prohibition against flashing signs is to prevent traffic safety <br />concerns and disruptions to adjacent properties. In this particular case, the silent radio <br />system does not face a public street and is located on the restaurant site such that it will <br />not be seen by any adjoining properties, <br /> <br />3. The Planning Commission, at the February 8, 1995 meeting, unanimously recommended <br />denial of Signcrafters, Inc. request for a variance to the zoning ordinance at 2105 N. <br />Snelling Avenue. The Planning Commission directed staff to prepare language for an <br />amendment to the sign code that would allow electric signs on site. On March 8, 1995, <br />the Planning Commission recommended approval of new sign code language which will <br />allow such signs as Arby's/Signcrafters electronic news/messages within a drive-through <br />operation. <br /> <br />Staff Recommendations: <br /> <br />1. It is difficult for City codes and ordinances to anticipate the impact of new and emerging <br />technologies. The silent radio system proposed for the Arby's Restaurant is intended to be <br />used to disseminate information to customers waiting in the drive through lane. Given the <br />systems location, size, and intensity of lighting, it will not be seen from a public street or <br />from surrounding adjacent properties. <br /> <br />The Planning Commission has recommended new sign code language which updates the <br />sign code. Staff recommends approval of the Signcrafters request to allow messages to <br />change more than once every 24 hours for the silent radio system proposed for the Arby'g <br />Restaurant at 2105 N. Snelling Avenue, contingent upon Council approval of an ordinance <br />amending the City code section on signs, which is attached. <br /> <br />Council Action Requested: <br /> <br />1.
