In February, Signcrafters variance request received a City Council continuation to March <br />27, 1995. <br /> <br />2. Signcrafters Inc. have been employed by the Arby's Restaurant at 2105 N. Snelling <br />Avenue to install an electronic silent radio system. The silent radio system is a L.RD. <br />message board which they are proposing to locate over their drive through pickup <br />window. The purpose of the silent radio system is to provide information to the Arby's <br />customer while they are waiting in line to pick up their purchases. <br /> <br />3. Section 14.040 of the Roseville City code states that "signs giving off intermittent or <br />rotating beams shall not be permitted in any district. Where the message or graphic <br />content of a sign can be changed by mechanical or electronic means, such message may <br />not change more than once every 24 hours, except messages displaying time and <br />temperature". In order to install this information device, a variance to Section 14,040 <br />must be granted by the City. <br /> <br />Development Summary <br /> <br />1. The Arby's Restaurant is located at 2105 N. Snelling Avenue. The property under <br />consideration is guided for business purposes and is zoned B-3 General Commercial. The <br />existing sign package for the restaurant includes a pylon sign, wall signage, a menu board, <br />and miscellaneous directional signs. The silent radio system is 12 inches tall and 72 inches <br />long and is proposed to be mounted over the drive through pick up window. With the <br />L.RD. system, the silent radio will be displaying continuous information ranging from <br />current news headlines, sports results, and product promotion ITom the Arby's Restaurant. <br />The message board will not be seen ITom the street and given its size and low intensity <br />lighting, is intended to be seen only from a few car lengths away in distance. The <br />neighboring property to the west is an apartment compJex, located in excess of300 feet <br />ITom the sign. <br /> <br />1 <br />
