Given the size of the residence (1400 square feet)
out of a total 20,000 square foot building, along with the size of
the garage for the night watchman residence (866 square feet), it
appears that the residence is intended for use by the owner rather
than a bona fide night watchman.

I believe it is appropriate for you to require the owner to state
in writing the intended use of that residence, including the terms
of engagement of the night watchman. That letter should include a
general description of the type of person who will be used as the
night watchman I the hours of employment of the night watchman and
a specific commitment in writing that the owner will not be using
it as his/her primary residence. I do not believe the owner can
convert this general business zoned property . to one where a
residence is permitted, merely by calling the owner a night
watchman.

M~~
