<br />..---" <br /> <br />MEMORANDUM <br /> <br />. <br />OA TE: <br /> <br />7 May 1986 <br /> <br />TO: <br /> <br />City Planning Commission and City Council <br /> <br />FROM: <br />RE: <br /> <br />Howard Dahlgren <br /> <br />Amendment to Zoning Ordinance Regarding Residence for <br />Watchman <br /> <br />The zoning ordinance for the City of RoseviUe, since its adoption in March of <br />1959, has included "dwelling units for watchmen" as an accessory use in both <br />Industrial zoning districts. ' An accessory use is permitted if a principal use <br />occupies the property. For instance, if you have a residence on a <br />single-family lot, you can park your car and/or build a garage on the <br />property. The parking of the car is not allowed, however, unless the house is <br />there fint. Most every suburban community allows 8 night watchman dwelling <br />. unit in industrial districts and many suburban communities aHow such a night <br />watchman facility for 8 business use. <br /> <br />At this time, we have a request from the developer of a new self-service car <br />wash with an office structure on the second floor to be constructed on <br />Larpenteur Avenue to allow B single residential unit on the second floor for <br />the watchman/manager of the car wash. We have no problem with this <br />proposal as to land use, but the ordinance does not provide for such a mixed <br />use. <br /> <br />We 8uggest for the Planning Commission and Council's consideration the <br />amendment of the zoning ordinance to allow a "dwelHng unit for watchmen" <br />as either an accessory or 8 special use in business districts. <br /> <br />The developers of the car wash/office structure have constructed 8 similar <br />development in St. Louis Park, including 8 unit for the watchman/manager. <br />They note that this arrangement has worked extremely well and would like the <br />opportunity to duplicate a similar arrangement in Roseville. <br /> <br />Perhaps, if security problems continue to grow as they are in some parts of <br />America, the option of maintaining 8 resident on premises may be more <br />frequently pursued in the future. <br />
