f�� <br />� <br />REQUEST FOR COUNCIL ACTION <br />Date: July 14, 2014 <br />Item No.: 10.a <br />Department Approval City Manager Approval <br />�����..�- <br />Item Description: Joint Meeting with Ethics Commission and Consideration of Proposed <br />Changes by the Ethics Commission to the Roseville Ethics Code <br />BACKGROUND <br />Each year, the Ethics Commission meets with the City council to discuss topics of mutual <br />interest. <br />The Commission would like to discuss the following topics: <br />• Recap of the 2014 Ethics Training <br />• Proposed Change to Roseville Ethics Code <br />Amendment to Roseville Ethics Code <br />At their last meeting in May, the Roseville Ethics Commission discussed a change to the Ethics <br />Code that would outline the process for an ethics complaint to be withdrawn. Specif'ically they <br />are looking to amend the Section 5, by creating paragraph H to read as follows: <br />Section 5. Handling Alleged Violations of Code of Ethics. <br />H. A complainant mav withdraw a complaint in writin� with the Citv Mana�er or City <br />Attornev filed under this code at anv time. Unless the Citv Council directs otherwise, <br />Cit�personnel need not take anv further action in accordance with the Code after such <br />withdrawal. Once acce�tance bv the Citv Council has been �ranted, the Citv Attornev or <br />Citv Mana�er shall provide notice to the complainant, the subject of the complaint if <br />appro�riate, and the Ethics Commission that the withdrawal has been acce�ted. <br />The City Attorney has reviewed the proposed changes and is supportive of the amendments. <br />Members of the Ethics Commission will be in attendance at the July 14 meeting to discuss their <br />thoughts with the City Council. <br />POLICY OBJECTIVE <br />The Roseville Ethics Code has been created to maintain ethical standards to guide Public <br />Officials in the transaction of public business. A periodic review of the code to make sure that it <br />is still relevant, clear, and enforceable is appropriate. <br />BUDGET IMPLICATIONS <br />�G� <br />Page 1 of 2 <br />
