Owasso <br />Boulevard. <br /> <br />Back.ground: <br /> <br />1. The property lU1der consideration at 313 S. Owasso Boulevard is zoned R-1 <br />single family and ftouts on that portion of S. Owasso Boulevard that is <br />considered a private street located on railroad right-of-way. This area of <br />Lake Owasso was platted many years ago and consists of small irregular <br />shaped lots with a variety of housing styles. City ordinances require that <br />buildings be set back 30 feet from the front yard line. As the attached map <br />indicates, virtually all of the houses along the private road do not meet this <br />setback requirement. <br /> <br />2. The Wood's residence currently does not have a garage. They are proposing <br />to add a 2 stall garage with the potential for future living space above. The <br />existing house is currently 7.75 feet from the front property line. In order to <br />maximize the distance away from the lake shoreline, it is proposed that the <br />garage addition be located within 1 foot of the front property line. With this <br />proposed design, the proposed garage addition will be 3 feet further back <br />from the shoreline than the existing structure. The application is for a 29 foot <br />front yard setback variance. <br /> <br />3. The Minor Variance Committee has reviewed this application and has <br />unanimously recommended approval of the 29 foot front yard setback <br />variance. Section 7.380 of the Roseville Zoning Code states that if 50% or <br />more of the frontage of any block has a predominant front yard different from <br />the 30 foot requirement specified, that all buildings erected after shall <br />conform to this predominant front yard depth. It was the Committee's belief <br />that because virtually every lot along the private road is within the 30 foot <br />setback reuqirement and that because this property is located at the end of the <br />road with no adjacent neighbors to the east, that a garage setback variance to <br />provide off street parking was of benefit to the applicant and to the <br />
