Regular City Council Meeting <br /> Monday,July 7, 2014 <br /> Page 22 <br /> Councilmember Willmus spoke to that very point of generality, as a part of his <br /> and Councilmember Etten's discussions and evaluation of the City Manager. <br /> Councilmember Willmus noted that neither he nor Councilmember Etten could <br /> speak for the entire City Council, and suggested that the list in Attachment A not <br /> be viewed as a checklist, but providing a broader framework in guiding the City <br /> Manager in his duties. In looking back to the specific goals in place for previous <br /> City Managers that didn't move forward, Councilmember Willmus stated that he <br /> was cognizant of and was intentional in the generality of these goals. <br /> Councilmember Laliberte advised that she could support moving forward with the <br /> Subcommittee's goals, mainly because this is City Manager Trudgeon's first year <br /> in the position, and as long as everyone was on the same page to move the City <br /> forward. In subsequent years, Councilmember Laliberte suggested a list of things <br /> measurable above and beyond the day-to-day work and things expected and antic- <br /> ipated, moving beyond and forward. <br /> Mayor Roe concurred, noting that a shorter list would make sense at that time as <br /> well. <br /> Councilmember Etten expressed appreciation for Councilmember Willmus' <br /> comments; noting that some items could not have more specificity and all the <br /> world's problems would not be solved in the first year. As an example, Coun- <br /> cilmember Etten referenced the third bullet point under "Improve the Delivery of <br /> Information to the Public," opining that "providing easily understandable budget <br /> information to the public" may appear generic and nebulous, and while vital from <br /> the City Council's perspective, they could monitor how reports were provided and <br /> how and if the goal was or was not accomplished. <br /> Regarding Councilmember McGehee's suggestion in the goal to "Improve the <br /> Quality and Delivery of City Programs," Councilmember Etten spoke in support <br /> of her suggestion to "Assist and support the work plans of all City Commis- <br /> sions,"rather than"Assist and implement..." <br /> Councilmember McGehee thanked Councilmembers Willmus and Etten for their <br /> lack of specificity and providing an excellent roadmap of overarching goals; rec- <br /> ognizing that the City Council couldn't foresee every possible thing coming be- <br /> fore the City Manager as they were not in his position and he could view things <br /> from an operation and budget perspective. Councilmember McGehee opined that <br /> the key is that the City Manager reported back to the City Council. <br /> Councilmember McGehee noted another recommended change in her bench <br /> handout in the goal to "Create Operational Efficiencies," to change langue from <br /> "Explore" the use of full-time firefighters to "Evaluate." Councilmember <br /> McGehee advised that her rationale in making that change was based on her per- <br /> sonal financial review of information presented at the last City Council meeting, <br />
