Regular City Council Meeting <br /> Monday,July 7, 2014 <br /> Page 5 <br /> to be attempting to amend the actual proceedings of the meeting, which he found <br /> concerning. <br /> Councilmember McGehee stated that the only reason she presented the memoran- <br /> dum was at the advice of Mayor Roe, and because many of the issues she raised <br /> had not been included in the meeting minutes. Councilmember McGehee opined <br /> that the points she brought up during that discussion were important, and kept re- <br /> turning, but since she had been advised in the past that it was inappropriate for a <br /> City Councilmember to speak during Public Comment, she had lost the ability to <br /> express her concerns, and this was the only remaining option to bring her points <br /> forward when they were not included in the meeting minutes. Councilmember <br /> McGehee reiterated that this memorandum was something she had worked out <br /> with Mayor Roe as an opportunity to bring those points forward, and even though <br /> it was a week later, it was important from her perspective to get the information <br /> out to the public. <br /> From his perspective, Mayor Roe stated that it was always a challenge with meet- <br /> ing minutes to differentiate between a reasonable accounting of what took place at <br /> the meeting versus a verbatim transcript of the meeting. Mayor Roe opined that, <br /> with respect to Councilmember McGehee's comments provided in her memoran- <br /> dum, they were indicative of a much more detailed accounting than typically in- <br /> cluded in meeting minutes. <br /> Based on his personal review of the meeting tapes, Councilmember Willmus <br /> opined that the memorandum provided by Councilmember McGehee included <br /> much more detailed information than had been conveyed at the meeting. <br /> Councilmember Laliberte opined that each Councilmember could provide bench <br /> handouts at the end of a meeting to make themselves sound more eloquent; how- <br /> ever, she further opined that the information presented in Councilmember McGe- <br /> hee's memorandum appeared to be valid. <br /> Laliberte moved, Etten seconded, to NOT include the McGehee memorandum <br /> as a bench handout to avoid setting a precedent for the future. <br /> Based on his concern in setting a precedent, Councilmember Etten opined that the <br /> memorandum provided more detail than the discussion included at the meeting; <br /> and noted that the City hired a recording secretary to provide an accurate record <br /> of meetings, subsequently adopted by the majority. <br /> Councilmember McGehee questioned when an individual Councilmember had the <br /> opportunity to correct erroneous information that had been reported in the City <br /> News and spoken inaccurately and incompletely by staff. Councilmember McGe- <br /> hee opined that her work with Mayor Roe was eliminated from those meeting <br /> minutes; and stated that she wanted those figures out there. While she was okay <br />
