In moving from the site development process to the construction of homes, Code <br />Enforcement staff has met and are requesting the following set of performance standards: <br /> <br />· Prior to the issuance of building permits, the planned unit development and subdivision <br />agreements should be completed and executed, <br />. In order to provide emergency vehicle access, a passable class 5 road base must be <br />extended to within 150 feet of any address seeking a building permit. <br />. To the extent that it helps (particularly in the townhouse neighborhoods), footings and <br />foundations and basements are not considered structures and therefore, it would be <br />possible to do this work anywhere on the site beyond the 150 foot radius tram a Class 5 <br />drive. The City could issue building permits for these structures with a limitation that the <br />construction not extend beyond the, basement until emergency vehicle access can be <br />provided. <br />. City staff is working to provide addresses for this area prior to the issuance of building <br />permits. It is important to have temporary address numbers on the building site during <br />construction. <br />. With a building permit application, two complete sets of plans are required. In addition, a <br />certified survey of the lot showing the lowest floor elevation and a drainage plan is <br />required. It is important to make sure that there is gravity flow trom the low floor <br />elevation to the elevation of the sewer service. <br />. While building permits can be issued on a Class 5 road base, certificates of occupancy <br />cannot be issued until curb and gutter and bituminous surfacing (at least the first lift) are <br />installed. <br />. Other occupancy standards include the installation of a hard sulface driveway, sidewalks <br />were required, the completion of required landscaping, and the posting of the appropriate <br />bond and the installation of the appropriate ground cover. <br />. In order to protect against erosion and to maintain the cleanliness of the site, erosion <br />control will be required around individual lots together with a rock access drive to the <br />building site.
