Harstad Homes Inc. is proposing a residential planned unit development for the property <br />located immediately north of the School District property. This property is bounded on <br />the east by Owasso Boulevard and Western Avenue and on the north by S. Owasso <br />Boulevard. The north boundary is also defined by the Burlington Northern Railroad Line, <br />an NSP transmission line, and an undergrot;tnd Amoco pipeline. The site is designated low <br />density residential in the Roseville Comprehensive Land Use Guide Plan and is currently <br />zoned R-1 Single Family Residential. <br /> <br />2. The residential planned unit development being proposed by Harstad Homes includes 38 <br />townhome units and 2 single family lots to be built on 16.68 acres ofland, creating a gross <br />project density of 2.4 units per acre. This project was reviewed with the design criteria <br />approved for the School District site in mind. Harstad Homes, in addition to developing <br />this 16.68 acres, is also a designated townhome builder in the School District project and <br />is proposing to us'e the same townhouse design and use the same design standards for <br />street construction, landscaping, project entry statements, building setbacks, sidewalks, <br />and project continuity elements. The Planning Commission, at the March 8, 1995 <br />meeting, and the City Council at the April 10, 1995 meeting, approved Harstad Homes <br />Inc. request for a planned unit development (PUD) concept development plan, rezoning <br />from R-I to PUD, and a preliminary plat for the property, with the condition that special <br />consideration be given to design elements to break the visual massing of the proposed <br />buildings and subject to staff review of the landscape plan to insure landscaping is installed <br />in accordance with the City's design standards. <br /> <br />Staff Recommendation: <br /> <br />1. Staff recommends approval of Harstad Homes Inc. request for PUD, final land use <br />development plan and agreement, the subdivision development agreement, and the final <br />plat approval for the property bounded on the east by Western Avenue and Owasso <br />Boulevard, on the north by S. Owasso Boulevard, and on the south by Independent <br />School District #623's property with the condition listed above, subject to review by the <br />City Attorney and approval of a final PUD land use agreement and the subdivision <br />development agreement by the City Manager. <br /> <br />1 <br />
