The Planning Commission also recommended approval of the <br />rezoning from R-l to pun and the preliminary plat on the land generally located <br />west of the intersection of Ow as so Boulevard South and Western Avenue. Because <br />the overall project density of 2.4 units per acre is considered low density residential <br />development, the Planning Commission did not feel it was necessary to change the <br />Comprehensive Plan designation for this area. <br /> <br />Staff Recommendations: <br /> <br />1. The Harstad property has been designated as low density residential in the City's <br />Comprehensive Land Use Guide Plan since 1979. The planned unit development <br />application is proposing 38 townhome units and 2 single family lots, creating a gross <br />project density of 2.4 units per acre. Staff estimates there will be between 90 and 100 <br />residents in this new subdivision. For the last two years, this property has been involved <br />with the overaU planning of the property around the school district site. The original <br />concept plan for this area included 95 townhomes and 111 single family lots. By <br />comparison, the 1995 proposal includes 79 single family lots and 60 townhome units on <br />the School District site, together with the 38 townhome units and 2 single family lot <br />proposed for the Harstad project, totalli~g 98 townhome units and 81 single family lots. <br /> <br />This project has been reviewed with the design criteria approved for the School District <br />site in mind. Harstad Homes, in addition to developing this 16.68 acres, is also a <br />designated townhome builder in the School District project and is proposing to use the <br />same townhome design and use the same design standards for street construction, <br />landscaping, project entry statements, building setbacks, sidewalks, and project continuity <br />elements. Based on the similarity to the overall concept plan developed two years ago, <br />and based on the developer's plan to incorporate the design standards adopted in the <br />School District project into the Townhomes of Lake Owasso development, staff <br />recommends concept approval of a planned unit development, consisting of 3 8 <br />townhomes and 2 single family lots, a rezoning from R-l Single Family to Residential <br />Planned Unit Development, and a preliminary plat on land generally located west of the <br />intersection of Ow as so Boulevard South and Western Avenue. <br /> <br />Council Action Requested: <br /> <br />1.
