Circle Pines, MN 55014 RE: Townhomes of Lake OWasso, DNR Wetland #62-250W, city of Roseville, Ramsey county Dear Mr comstock: We have reviewed the site plans (received February la, 1995) for the above-referenced project (Section 1, T29N-R23W) and have the fOllowing comments to offer: 1. public Water Wetland #62-250W is on the proposed site. Any activity below the ordinary high water (oaw) elevation, which alters the course, current or cross-section of Public Water Wetlands, is under the jurisdiction of the DNR and may require a DNR permit. No official OHW has been established for Public Water Wetland' #62-250W. 2. It appears there are wetlands on the site that ~re not under DNR Public Waters Permit jurisdiction. You should be aware that your project may be subject to feqeral and local wetland regulations. The Department may provide additional comments on your project through our review of applications submitted under these other regulatory programs. It appears that most of the stormwater is routed through settling basins, which is good. We would object to having the stormwater routed directly to Public Water Wetland #62-250W. Any outfall structures below the OHW would require a DNR Protected Waters permit. 3. 4. There should be some type of easement, covenant or deed restriction for the properties adjacent to the wetland areas. This would help to ensure that property owners are aware that the DNR, the u.s. Army Corps of Engineers and the City of Roseville have jurisdiction over the areas and that the wetlands cannot be altered without appropriate permits. 5.
